What are the Differences Between Cabinet and State Ministers

Cabinet and State Ministers

State ministers assist the cabinet minister, and the cabinet minister is the head. The department under the cabinet minister has the supreme executive power of the ministry. The State Minister is a junior of the cabinet minister, and the cabinet minister supervises him. 

Cabinet Minister

The Cabinet minister is designated as the department’s head. He manages his department like the defense minister manages matters related to the defense. He has the authorization to decide things independently. The Cabinet minister is close with the Prime Minister and consults and coordinates closely with him on the major topics. In short words, the cabinet minister manages a particular department. The Indian government has about 30 to 35 departments, and every department has cabinet ministers. Let us tell you that a single cabinet minister can manage two or more two departments. He can be the head of two, three, or even four departments at a single time. But one department can be managed by one cabinet minister, not more than this. 

Minister of States 

The state minister is the junior of the cabinet minister, so he assists him in the same department. State minister can never take any independent decision, as he has to consult with the cabinet minister of the department first. The state minister of home affairs has to report to the union home minister regarding any important work or decision. One department can be managed by two or more state ministers, as they are not certain. 

But the work of the state minister of independent charge looks different. He directly reports to the prime minister regarding work. The main point is that any cabinet minister cannot oversee his work. 

The cabinet ministers have high decision-making power in the country. Every cabinet minister has the highest power of the department and is also assisted by the secretary and MoS. And the secretary is called a Secretary of the concerned department. But the state minister has the second-highest executive power in the department. That’s why he has to depend upon the cabinet minister to make decisions. 

In some departments, state ministers are not appointed and everything is managed by the cabinet minister only. But every department must have a cabinet minister, without him no one can decide in the department. All the major decisions of the department are taken by him only. 

On the other hand, a union minister has a lot of workload; he is only one head of the department in the country. So he has to manage not just one department but of the whole country. Like home minister will check the law and order of the country. 

The Prime minister is the head of the cabinet meeting every time. In meetings, the prime minister and the cabinet minister check the work done in all the departments and which decisions are taken by the collective cabinet group. The main reason for this meeting is that every minister must have to know the decisions taken by the cabinet and have to withstand them; personal opinions or disagreement do not matter here. This simple thing allows the government to be with the political, media, and public pressure. 

Council of ministers is a group of all ministers like cabinet minister, sub minister, and MoS, and they all are collected in the meeting held by the cabinet minister. But the council ministers are not allowed to gather at any meeting, nor can MoS gather any meeting. 

There are few special situations in which a state minister joined the cabinet meeting. For example, if the meeting is related to the concerned ministry, the state minister is asked to join it.
